The Hock Teik Cheng Sin Temple or Hock Teik Soo is situated at No. 57 Armenian Street, Penang. Poh Hock Seah, which is affiliated to Hock Teik Cheng Sin Temple, is located on the ground floor. On the upper floor there are three other associations also affiliated to the Hock Teik Cheng Sin Temple. At the centre is Tong Kheng Seah which worships Sin Long Tai Tay, the Patron Saint of farmers and agriculturists. This Association is also connected with the Tai Tay Yeah Temple at the end of Jelutong Road. The birthday of Sin Long Tai Tay falls on the 14th Day of the 2nd Moon.

On the right wing of the upper floor is the office of Cheng Hoe Seah which worships Cheng Chooi Chor Soo as its deity. This Association is also connected with the Snake Temple at Sungei Kluang. The birthday of Cheng Chooi Chor Soo is celebrated on the 6th Day of the 1st Moon. On the same floor, on the left wing is the office of the Hokkien Kongsi.

Poh Hock Seah and these three associations, therefore, belong to a parent institution, the Hock Teik Cheng Sin Temple, four members from each of the above four associations are appointed to sit on the Board of Turstees of the Hock Teik Cheng Sin Temple.

The Hokkien Kongsi is the only association of the Temple which controls other temples. The five public Temples in Penang under its charge are (i) The Snake Temple at Sg. Kluang(福興宮),(ii) Tai Tay Yeah Temple at the end of Jelutong Road, (清龍宮),(iii) Kim Hoe Keong and Siew Thean Keong at Dato Kramat Road(金和宮,受天宮),(iv) Seng Hong Beow at Jalan C. Y. Choy(城隍廟)and (v) Chooi Bee Keong at Bagan Jermal(水美宮). The Board of Trustees of the Hokkien Kongsi comprises 4 (four) Trustees from each of the following Five Clan Kongsis:

(i) Leong San Tong Khoo Kongsi situated at Canon Square,
(ii) Kew Leong Tong Lim Kongsi at Ah Quee Street,
(iii) Sit Teik Tong Yeoh Kongsi at Chulia Street Ghaut,
(iv) Hock Haw Cheah Kongsi at 8 Armenian Street and
(v) Eng Chuan Tong Tan Kongsi at 28 Sell Tan Court (Off Lebuh Pantai).
These Five Kongsis are known in Penang as the Big Five Kongsis.

The elders of these Kongsis managed to keep peace and harmony among the Chinese people. When the Government donated a piece of land at the corner of Pitt Street and China Street for the Temple of the Goddess of Mercy, a Board of Trustees of Kong Hock Keong was appointed. Each of the five Clan Kongsis sent two representatives to sit on the Board of Trustees, making a total of ten Hokkien members on the Board. The ten Cantonese Trustees were sent by the Kwantung & Tengchew Association. Altogether these twenty Turstees made up the Board which controls three Temples in Penang.

1) Thnee Kong Tuah at the foot of Penang Hill,
2) Siew Thean Keong Tua Peh Kong Temple at the junction of Perak Road and Anson Road and
3) The Goddess of Mercy Temple in Pitt Street.
